NEW DELHI: Shashi Kant Sharma was on Thursday sworn in as CAG by President Pranab Mukherjee in the Rashtrapati Bhavan.

The 61-year-old 1976 Bihar cadre IAS officer replaced Vinod Rai, who superannuated yesterday after a five-and-a-half year eventful tenure as the head of the Comptroller and Auditor General of India (CAG).

“Shashi Kant Sharma will have a tenure up to September 24, 2017,” an official statement said.

He was holding the post of defence secretary prior to this new assignment.

Sharma’s appointment comes at a time when the CAG has come under sharp attack from the government and ruling party for its reports on assessment of Rs 1.76 lakh crore loss in allocation of 2G spectrum.

Under Rai’s tenure, the CAG was accused of going beyond its auditing ambit and indulging in analysing policy decisions.

Rai, however, had hit back saying the government just wanted the CAG to be an accountant.

The new CAG will have to handle the audit report on AgustaWestland chopper deal, among other reports. He was closely associated with the deal from its early days till its completion in 2010.

CAG reports on 2G spectrum and coal block allocations during Rai’s tenure had triggered a number of controversies and raised the hackles of the government, besides bringing in the concept of presumptive loss in audit.

Like Vinod Rai, Sharma too has served as Secretary in the Department of Financial Services.

Sharma, who holds a Masters degree in political science from the University of York, has spent over 10 years in the defence ministry in various capacities.

Delhi Lokayukta indicts Chief Minister Sheila Dikshit for misusing public funds in government advertisements

Delhi’s Lokayukta Manmohan Sarin has indicted Chief Minister Sheila Dikshit for misuse of public funds in government advertisements. He held that these advertisements were put out  for political purposes in an election year.

The Lokayukta has recommended the President to advise Mrs Dikshit to reimburse 11 crores as half the cost incurred by  her government for putting out these advertisements in 2008.

Mrs Dikshit then held charge of the Department of Information and Publicity of the Delhi government.

The Lokayukta has also recommended framing of guidelines for publication of government advertisement regarding development works and incorporation of safeguards to prevent misuse of public funds.

The BJP had accused the Delhi government of spending 22 crores in advertisements  leading to up 2008 state election. The party’s former Delhi unit head  Vijendra Gupta had complained to Lokayukta in 2009. It had  reserved its order in the case in 2011.

BJP on Wednesday sought to paint a dismal picture of UPA-II holding it responsible for the economic gloom and failure to give the country leadership while accusing it of diminishing the role of the Prime Minister.

On the fourth anniversary of UPA-II, BJP leaders Sushma Swaraj and Arun Jaitley said they would limit their critique to the second innings of the Congress-led coalition, which has witnessed “mindboggling” scams that hit the common man the hardest.

“UPA-II has seen more corruption than UPA-I. There have been mindboggling scams, which were not seen by any previous government,” Ms. Swaraj told a press conference in Delhi with Mr. Jaitley.

Noting that coalition politics was the order of the day, Ms. Swaraj said such governments require “special leadership qualities”.

“Manmohan Singh is the Prime Minister but neither a leader of the country nor the leader of his own party. Dr. Singh’s colleagues sit with him in the Cabinet and look towards the UPA chairperson (Sonia Gandhi) for directions. Such split leadership is the biggest failure of UPA,” she said.

Echoing Ms. Swaraj, Mr. Jaitley said, “UPA has devalued the Prime Minister’s post. Dr. Singh’s Cabinet colleagues look towards UPA chairperson for policy directions and somewhere else for future leadership.”

At the same time, the BJP leaders parried questions on Narendra Modi’s projection as NDA’s Prime Ministerial candidate by a section within the party.

“Whether we will have a (Prime Ministerial) face or not and if we decide to have a face, who it will be, these issues will be decided by the BJP Parliamentary Board in consultation with NDA partners,” Ms. Swaraj said.

Mr. Jaitley said UPA’s fourth anniversary was being celebrated in an environment of “gloom, pessimism, cynicism and negativism”.

New Delhi: On the fourth anniversary of the UPA II, Parliamentary Affairs Minister Kamal Nath told NDTV that Congress Vice President Rahul Gandhi should replace Manmohan Singh as the prime ministerial candidate of the UPA in the next general elections.

  • As far as Mamata Banerjee is concerned, it was an issue of West Bengal politics
  • Whatever the allies demand, the government may not be able to do

Big thumbs down for Manmohan, UPA if polls held now: Survey

KOLKATA: The Congress-led UPA 2, which will complete four years in office on Wednesday, would fare badly if general elections were to be held now, with inflation, unbridled corruption and economic decline playing a major role, said a survey.

The ABP Ananda- Nielsen survey conducted across 21 states and Union territories says the United Progressive Alliance (UPA) would suffer badly in several states of the country includingWest Bengal, while the Bharatiya Janata Party(BJP)-led led National Democratic Alliance would gain.

According to the survey, the UPA’s kitty would come down to just 136 from the current 262 while the NDA’s share would swell to 206 from the current 158.

People have also given a thumbs down to Prime Minister Manmohan Singh with only 7 percent of them wanting see him in the top post for the third time.

BJP leader and Gujarat chief minister Narendra Modi is the “favourite” with as many as 48 percent of the surveyed wanting him to be the prime minister. Congress vice president Rahul Gandhi comes a distant second with 18 percent.

In West Bengal, the Congress would get nine Lok Sabha seats and the Trinamool 14 in case the former allies contested independently with the Left Front getting 18 seats. However, in case of a Congress-Trinamool alliance, they would bag 24 seats with the Left getting 17.

In Uttar Pradesh, Congress’s kitty would come down to six from the current 21 while the rulingSamajwadi Party would be the leaders with 24 seats. The biggest gainer though would be the BJP which will see its seat count swell to 23 from the current 10.

The scenario in Maharastra would also be similar with the Congress-Nationalist Congress Party coalition’s share coming down to 16 seats from the 25 they now have.

In Bihar, the ruling BJP and Nitish Kumar led Janata Dal United alliance would continue to be the leaders with 34 seats while the Congress would manage just three seats.

The survey also says the “charisma” of Delhi chief minister Sheila Dikshit who was voted to power third time in arrow would not work this time.

New Delhi: Gujarat Chief Minister and BJP’s most likely face for the 2014 polls Narendra Modi will on Tuesday attend the meeting of his party’s parliamentary board.

Modi was inducted into the board, the party’s highest decision making body, in March this year,

The parliamentary board meeting holds significance it would sign and seal the BJP’s policies and will also finally take a call on the prime ministerial face for 2014.

Modi is being widely perceived to be the strongest candidate for the post.

The fact that Modi now wields considerable clout within the BJP was evident when his close confidant and party general secretary Amit Shah was appointed as the person in charge of the politically-crucial state of Uttar Pradesh.

BJP president Rajnath Singh yesterday handed over the crucial responsibility to Shah in a re-organisation of the party’s poll machinery in the run up to the general elections next year.

Shah, who has several criminal cases against him and is out on bail, had received a big promotion in the party in March this year, and was appointed as a general secretary.


However, the party categorically rejected the Modi factor in the latest appointment.

The Congress high command reportedly sought resignation of those facing criminal charges

Capping days of uncertainty over their fate, Home Minister P. Sabitha Indra Reddy and Roads and Buildings Minister Dharmana Prasada Rao handed over their resignation letters to Chief Minister N. Kiran Kumar Reddy late on Sunday night.

The resignations came after the two Ministers drove down to the Jubilee Hills residence of the Chief Minister and held discussions with them. They gave their letters in tune with the reported decision taken by the high command to take action against the tainted Ministers. AICC spokesperson P. C. Chacko had spelt out the high command’s mood on Saturday when he said those facing criminal charges should voluntarily resign.

There was no official confirmation about the resignation letters and officials in the Chief Minister’s Office said they have no information.

“Mr. Dharmana handed over his resignation letter to the Chief Minister after the latter briefed him about his deliberation with the central leadership. He returned home in office car after removal of beacon and the flag,” a close aide of Mr. Prasada Rao told The Hindu.

Mr. Dharmana took a flight from Visakhapatnam to meet the Chief Minister after he held parleys with his supporters in Srikakulam. He met the Chief Minister and a little later, Ms. Sabitha Indra Reddy came to the Chief Minister’s residence in her personal vehicle. She is the first Home Minister in State to have resigned in wake of corruption charges. During the 30-minute long meeting, Mr. Reddy reportedly explained to them about the mood of the high command particularly, AICC president Sonia Gandhi and other senior leaders. He reportedly told them how he tried his best to defend their case and sought the central leadership’s nod to continue them in the Cabinet till the courts gave its final verdict.

The two Ministers are understood to have said that they were being victimised for the decisions taken by the then YSR Government. They contended that they had not benefited individually. With the two Ministers submitting their papers, a question mark hangs over the fate of three Ministers—J. Geeta Reddy, Ponnala Lakshmaiah and Kanna Laxminarayana. They have received notices from the Supreme Court for issuance of 26 controversial GOs. It is reported that the high command took a conscious decision to make them resign, following Karnataka example where MLAs facing corruption charges were not considered for ministerial berth. Mr. Dharmana had submitted his resignation letter in August last. He was Revenue Minister in the Rajasekhara Reddy Government when the GO allotting land to Vanpic was issued. Mr. Kiran Kumar Reddy had then rejected his resignation letter and the high command had also endorsed the decision. Mr. Dharmana stayed away from official duties for seven months till he resumed work during the budget session. Subsequently, the State Cabinet passed a resolution rejecting the request of the CBI to prosecute him. However, the Governor sent back the file for reconsideration.

As for Ms. Sabitha Indra Reddy, the CBI named her as an accused in the quid pro quo investment case of Kadapa MP Y.S. Jaganmohan Reddy. She is the fourth in the list of 13 accused in the CBI charge-sheet filed in the case relating to allotment of limestone lease to Dalmia Cements in Kadapa district in 2008.

She held the Mines and Geology portfolio in the YSR Government during 2004-09. She was charged under Sections 120-B read with 420 and 209 of the IPC and to Sections 13 (1) (c) and (d) read with 13 (2) and nine and 12 of the Prevention of Corruption Act. She is the third Minister after Mopidevi Venkataramana Rao and Dharmana Prasada Rao to face charges in Jagan’s case.

Memorial scam: Rs. 1,400 crore siphoned off by Mayawati government, says Lokayukta

Lucknow: In what could spell serious trouble for the Mayawati-led Bahujan Samaj Party (BSP), the Uttar Pradesh Lokayukta has said that public money worth Rs. 1,400 crore was siphoned off by several ministers and bureaucrats during her regime. The damning revelations are part of the year-long probe conducted by the Lokayukta into the many memorials that were built in the state when the Dalit leader was in power.

Lokayukta Justice (retd.) NK Mehrotra has recommended a direct FIR to be filed against former BSP ministers Naseemuddin Siddiqui and Babu Singh Kushwaha, saying around 30 percent of the money, which was siphoned off, should be recovered from them. The probe report has concluded that the duo was at the centre of the scam.

Mr Siddiqui, the party’s national general secretary, was the Public Works Department (PWD) Minister at the time while Mr Kushwaha, a former BSP leader, was in charge of the Mines ministry. Most of the construction work for the memorials was carried out by the UP Rajkiya Nirman Nigam and the PWD, which Mr Sidddiqui was in charge of.

The anti-graft ombudsman has also said that direct FIRs should be filed against 17 others.

The Lokayukta’s probe report was handed over to Chief Minister Akhilesh Yadav today.

Another key finding of the report also says of around Rs. 4,188 crore spent on the purchase and finishing of stones for the memorials, around 35percent was pocketed by politicians, bureaucrats, engineers and contractors.

The report has also recommended a probe to be initiated against 199 people, saying there is clear evidence of commission on their part.

‘Good friends’ India, China can speak with candour: Li Keqiang

New Delhi: Terming Chinese Premier Li Keqiang’s visit to India as an honour, Prime Minister Manmohan Singh on Monday said that ties between the two countries are of significance for peaceful development, stability in the region and prosperity.

Chinese Premier on his part termed India and China as “strategic partners and good friends” that could speak to each other with candour.

Addressing a joint press conference with his Chinese counterpart after they held delegation-level talks at Hyderabad House, the PM said, “An honour for me to welcome Premier Li to India, been an immense pleasure to get to know him personally.”

“Starting yesterday evening Premier Li and I have had wide ranging discussions. I am delighted that there are so many fields of convergence between India and China,” the PM said.

On the contentious border issue between the two countries, the Prime Minister said, “The basis for continued growth is peace on our borders. While seeking early resolution of border issues, peace must be preserved,” he said. Dr Singh further said that he had candid discussions with Li Keqiang. “There are so many areas of convergence and meeting of minds,” he said.

“India & China have lived in peace through the ages, have had differences but over last 25yrs have built a mutual beneficial relationship,” he added.

“The relationship between our two countries is of growing significance and essential for our peaceful development and sustained growth”.

The Prime Minister also said that he has accepted Keqiang’s gracious invitation to visit China.

In his address, Premier Li said it cannot be denied that there are problems between the two countries.

“Don’t deny problems between the two sides; need to improve border related mechanisms; make them more efficient.

Both sides believe each country should see the other’s, said Chinese Premier Li Keqiang.

Both leaders agree that Special Representatives of India and China will consider further measures that may be needed to ensure peace and tranquillity along the border.

“Have worked together to maintain tranquillity and peace in the border areas” Keqiang stressed.

“Both sides believe each country should see the other’s development as of mutual benefit… Amicable ties will be positive for Asia and good for Asia providing new engines for the world economy,” he said.

Terming India and China as “friendly nations”, the Premier said that neither side will do anything to damage the interests of the other side.

“Our nations can resolve issues, and overcome differences. Both sides have more interests than differences and there is a need to confront issues with a broad mind, and tackle them in a mature way,” he added.

Indicative of the way forward in India-China relationship, he said, “By reaching a consensus on various issues, we have reached a new level in our relationship with India.”

Earlier, both the nations signed eight agreements in diverse areas including Kailash Mansarovar pilgrimage, economic agreements, urban development, water management.

Former MP Pappu Yadav acquitted in legislator Ajit Sarkar’s murder case

Patna: Controversial former RJD MP Pappu Yadav was acquitted today by the Patna High Court in CPI(M) leader Ajit Sarkar murder case due to lack of evidence.

A division bench comprising of justices V N Singh and K K Lal set aside the February 2008 conviction of Yadav and two other accused – Rajan Tiwari and Anil Kumar Yadav – by a lower court and acquitted them of all charges in connection with killing of Sarkar nearly 15 years ago.

The court also directed the authorities to release Yadav from jail forthwith if he was not wanted in any other case.

arkar, a former CPI(M) legislator, was shot dead by unidentified persons in Purnia district on June 14, 1998.
